Shujinko's moves are the only ones needing to be unlocked. And in fact, if the character Shujinko and the moves in a given profile, if you forget to enter in that profile, Shujinko will be unlocked but his moves will be inaccessable again. And YES... you're just entering them wrong. Maybe not fast enough, or maybe too fast, or maybe you mean to push back and then forward but you accidentally hit 'down' in between on the way from one to the other, or up, or it registers back twice or forward twice or not at all because you hit the button too soon, or you're not doing it from quite the right distance. The blasted computer is just too picky most of the time, and chooses to interpret things however it does. Surely when you were going through konquest, like me, often it would ask you to perform a combo, and you'd do it over and over and over and you'd swear you did it right but the computer just wouldn't accept it, and you ran out of time again and again and then FINALLY for some unknown reason it accepts it. It could be something like that. But the point of fatalities is basically just to go 'ah ha..aa' and gloat in the face of a human opponent and demonstrate your expertise, which is why doing them correctly is so complicated.
