You find MRs. Mowz on Zess T's House Talk to Mrs. Mowz and go to Hooktail's lair (room where you defeated him) walk into the invisible block in the middle and blow it away with flurrie. Open the chest and take the badge to Mrs. Mowz. DONT WORRY she'll give it back then join your party. She can sniff hidden items and star pieces in the ground. If pressing X gets annoying when you get real close her nose will wiggle!
