JUST CHECK YOUR P.D.A. AND PRESS SNAG LIST THEN FIND THOSE POKEMON AND IT WILL SAY SNAG FAILED AT SNAGEM HIDEOUT OR SOMETHING.

You have to complete the game then nett from the under will send you a message about a green person at snagem hideout go there and everytime you go there there is a new cipher peon with the shadow pokemon you dident snag before

Find secc after you beet the game, talk to her 600000, times and you have to get it
perfect, (I did) and she told me to go to the under and talk to bitt, he will battle you
and has all shadow ho-oh in his party,
