i caught lugia and then well it worked. i beat him like 5 times.

TITLE

1.) try to catch all of his pokemon (this takes a looooong time, be sure to have strong
pokemon and 50+ ultra balls)

2.) just defeat all his pokemon (you can always go back to Citidark Isle and battle him
again to catch all of his shadow pokemon and you can even fight him after you caught all
his pokemon, as normal pokemon replace the captured shadows from previous battles)

Also, it may help if you have your strongest shadow pokemon in your party, so the moves
don't cause as much damage.
