Where is Magikarp in the game and don't tell me there isn't because I've gotten it before but I started a new game and don't remember.

I've finished the game and caught & purified 47 pokemon
but I missed Remoraid in Pyrite town
The cipher peon who had it isn't there, in the Shadow Pokemon Lab or in Team snagem's hideout.
Where can i catch it again?

I failed to catch Raimorid, and I really need to get it, because I'm wanting to get Ho-Oh aswell as all the Shadow Pokemon, do you get another chance to catch it?! Please!!

I cant get the people to leave the jail so that means i never get the call that they caught more crimanals which means i cant get the elevator key which means i cant get to the under. Did i do something wrong when releasing the prisoners. This happens every time.
