hey people I need help getting Celebi I was told that all that I had to do was Give the master ball to a shadow pokemon and use the time flute on it and after that Celebi would be captured but I've tryed it on almost all of them and it doesn't seem to work so ...

I cant get the people to leave the jail so that means i never get the call that they caught more crimanals which means i cant get the elevator key which means i cant get to the under. Did i do something wrong when releasing the prisoners. This happens every time.
