get the bronze book from the statue of the mayor and place it in the slot beside the bronze compass( the one which pours out electrified water when you take it out) anyway, after you've placed the bronze book, you can now obtain the bronze compass without the rushing water. go back to the statue and give the compass to it. you'll get the battery...^_^
