My chao flyed at lvl 13 but only once.Is there a certain way to get them to fly like feed

My chao could flay at lv 23 i just put it at near the chao namer/transporter ran down the
steps then watch my chao jump and fly (this was in the staion square chao graden)my chao
is a running hero
