The carnival starts out next to Hometown, then moves to Wyndia later on. If you ask there, an employee says that they're going to Tunlan next. If you've played Breath of Fire 1 then you remember that Tunlan is an island... to get there you'll need some help. Use Jean to go down the river south of Simafort to reach W.Cape and your next quest.
