how and why

Well..


First of all, you can marry Won. He's just a bit harder to get. Even with all that stuff that you said you did, you also need to acomplish all the things needed for a normal bachelor.
-Witness all heart events
-Upgrade your house twice
-Buy everything from the shopping network
-Have a ring or two (sometimes needed)

Also, if that doesn't work, or you've done that, try giving him some more stuff like gold ores and then prepose again.
