Here's how:

Go to ACDC Area 3 and find an Official Navi (orange with blue colored navi). He'll ask you
what you're looking for. Then, he'll say the one you're looking for is where you're
standing. Finally, look (don't go there) at the entrance to Oran Area. It's hard to
explain. You must stand in the position the "M" is located and press A.

O - Official Navi
P - Panel
M - Megaman
=> - Stare

Press A and you'll watch a cutscene and that's it!
