he can evolove only by trade

the best way is to get a master ball then clone it 4 times one for suicune one for entei one for raiku one for ho-oh and one for lugia

clone master ball atleast 1 time 1st then use 1 master ball on it

catch a catapie and train it to lvl 70 it shoulf be a butterfree
make sure it knows sleep powder.
now catch a scyther and get to at liest lvl 60.at lvl 18 it should learn false swipe teatch it that move.
now head off to tin tower.battle suicune and use ur lvl 70 butterfree to use sleep powder.now switch to scyther and keep useing falseswipe dont worry keep using till he almost dead.then use it again.he wont die coz it always leaves the enemy at 1 hp.
now use fast balls and he's your's.
or u could use pokeballs and use thes code:

hold (A)+(B) then when the ball starts shaking let go of both buttons then hold
(B) it makes the pokeball work like a master ball.u have to get your timing right though.
