They are diffeences.

You can fight Steven once in the mountain where you first meet team Magma. You need to go deep in it though. I forget the name of the mountain, it's been a while.

You can battle him. go to meteor falls, go up the waterfall, in the last room he's excavating. All his pokemon are at least level 70
