If he isn't in the Shipyard, check the ferry dock. If that doesn't work, then try the
Slateport Oceanic Museum.

He's in the ferry dock (slateport city).He'll give you a deapseatooth or a
deapseascale,both are used for evolving clampearl.

The harbor is in Slateport and is huge. Just go through the town and you'll find it.

And the Slateport harbour he isnt in neither of these places?

First go to the shipyard and speak with the man standing in front of blueprints. The go
back to the museum and you'll see theres no line blocking the entrance.
