The ones i know of are Rayquaza,Kyogre,Groudon,Regirock,Regice,Registeel,and Latios or
Latias

the ones you can get with out using cheats and going to an event are:
rayquaza,
groundon,
kyogre,
regice,
regirock,
registell
latios or latias (depends of what the colors you chose if you chose red then the pokemon
you will catch is latios and if you chose blue you will catch latias)

If you chose RED it will be LATIAS and if you chose BLUE it will be LATIOS!!! Somebody say
red is latios blue is latias that is wrong!!

or maybe you chosed blue and you got to catch latias, but i have two emerald games so i
will restart my second game and i will test it, i am pretty sure you have to chose blue to
get latias and red to get latios

First you MUST beat ELITE FOUR and then go to the sky tower then catch rayquaza with a
master ball

you just see Rayquaza talk to it it will FLY AWAY! It will return when you beat Elite 4
