You have to get a Wailmer pail and put water on it, ( you can get a Wailmer pail in the
Flower shop near Rustbro City ) and the wigily tree will actually turn out to be a
Sudowoodo! I sugjest that you cacth it because it will be your only chance to catch it in
the WHOLE GAME!

do what he said but make sure you have about 40ultra balls and save before you water it
ps.(the pokemons called a sudowoodo)

To catch it more easier.

(Or clone Masterballs to capture it easier.)
