lemme start with the HM's i dono them in order but i kno where you can get them:

Surf: after you beat norman(in petalburg) wally's dad will come & ask you to come with him
then in his house he will give it to you.

Fly: after you beat your rival near the weather institute he/she will give it to you

Rock smash: in maville go to the house torwards the bottom right & talk to the guy inside,
he'll give it to you.

Cut: in rustboro go the house on the left of the pokemon center the guy will give it 2 u

Dive: steven will give it to you in mosedeep(after the whole incident in the space place
is over)

Strength: after you obtain rock smash go to the rusturf tunnel where the guy & the girl r
on each side of 2 rocks, use rock smash on one of the rocks then the guy will give you
strength.

Waterfall:Steven will give it to you after thte whole incident in sootopolis is over.

Flash: In dewford go to the tunnel & talk to the guy right across you he will give it to
you.

there the hm's but with hm's its diffrent you can find them anywhere on the ground- some
random people may give it to you & after you beat each gym leader they will give one to
you. so talk to every1 & look everywhere you can to find tm's.
