yo, dumbass, the only way to get it is with the mystery gift at the nintendo pokemon rocks america tour, if you don't already have it you are fucin screwed.
But there is a secret way on ruby and saphire and I am nice enough to tell you. I have heard this works and it has been very succesful, but I am not positive. I have heard everyone asking if their is another way, but there actually is. First on ruby/sapphire go to the space station on mossdeep. If it says succesful launch 57-99 you get deoxys, if it says 100 it is jirachi. They are at level 20. But first you must get all five trainer stars and then proffesser birch (if you talk to him) gives you the space ticket. Then talk to the guy who tells you what launch and he will say do you want to come to outerspace. say yes and you will meet deoxys or jirachi. We are not certain if it works on emerald because no one has gotten the 5th trainer star as it is currently unknown. It works on ruby and sapphire though.
