First of all,you need to go to the Sealed Chamber.It's in the curent near Pacifidlog.To get there,you need the guide book.It has a map of the curent.Second,after you figured the Sealed Chamber out,I think you go to Dewford.Now go in the direction you would go to go to Petalberg(^ up).You should see a Sailor,might have to battle him,then head left(as in surf!)and you should see a land with 2 people ready to battle.fight them,then head up and surf.You should see a cave that wasn't open before.I believe Regice should be in there.Hope this helps!
