Secret - How to go to Sootopolis City:

After you defeat the Mossdeep City gym , go to the space center and battle Team Magma . After battling , Steven will call you to go to his house beside a guy at the left of the island . He will give you HM dive . then surf left until you see a large amount of space to dive . When you dived down , you should see seaweed . then move left and go into the cave . dive up and you will reach Sootopolis City .
