Laparas is now level 55 and so is Sandslash. Charmeleon is in my PC now, and he's level 48.

you should evolve your pidgey up to pigeot (2 lvls) zubat to golbat (when you beat elite 4 itll evolv to crobat) vaparion and lapras are very good pokemon. swap the sandlash for charmeleon and evolve it to charizard (teach it blast burn)

heres the elite 4 plan i got for you...

charizard and lapras on lorelie (ice type)

pigeot golbat charizard vapareon on bruno (fite & rock type vapareon for onixes)

anything but phisical moves on agatha (ghost poison type)

lapras golduck(ice beam) vapareon(ice beam) lance (dragon type)

heal everyone full hp for champion gary
