Starter Charmander or Squirtle

I need help. I don't know which starter I should take, Charmander or Squirtle. I migrated my Charmander to my Pokemon Pearl on Leafgreen but I don't know what to do. I'm also taking into consideration the legendary dog after I defeat the elite 4 and Champion. If I choose Charmander, then I'll get Suicune which doesn't know Roar so that once I use Mean Look on it, it won't go away. But if I get Squirtle, then I'll get Raikou which knows Roar so if I use Mean Look, then it will go away. My team for the Elite 4 and Champion is:
Magneton: lv. 60
Snorlax: lv. 60
Alakazam: lv. 60
Nidoking: lv. 60
If I choose Charizard, Lapras
If I choose Blastoise, Arcanine
Please answer!!! !!!
