why does my ivysaur has low sp attack if i never used any vitamins?

I just bothered to look at my ivysaur's stats and they look like this:
Level 17 Ivysaur ♀

HP: 48/48
attack: 33
defense:27
Sp. attack: 28
sp. defense: 36
speed: 28

I've looked at bulbapedia, pokemon.marriland and serebeii but they all say bulba/ivy/venusaur have high sp. attack.

I never gave it any vitamins of any kind. Is this just an irritating glitch?
