Dragon Scale: Go to the Trainer Tower (North of 7 island) and win on all 8 flloors in under 59 minutes and then talk to the man, he will give the dragon scale to you.
2 Free Ultra Balls: Go to Treasure Island (south of 1 Island) and use itemdentifier.
