I got Kyogre on my first try. Just go 2 Stormy Sea after you beat the game, go 40 flrs to fight him and he is pretty easy to recruit. (Hell give you his friend area when you recruit him).

to geet lucario have lvl.100 pokemon there will be an alakazam talk to him he say i wish i could be lucario then u go to sky tower beat raquanza he'll fly u to planet saturn theres a cave enter it bat lucario then u'll have him on ur team try it NOW!
