How to catch a Relicanth:

Fly to Sootopolis City and dive out through the entrance to Sootopolis City, keep going right until you reach a boulder with a grassy patch and use a pokemon with sweet scent. It may take a while to find him. But sure enough you find him.

p.s. it didn't take me a long time to find, but it may vary from person to person.
