Yeah, i've done it. Get a mach bike and surf all the sea until you find a rock tower
thingy (i can't remember the name) . Don't crash as you ride over the cracks at full speed
up the tower. Save when you get to the top because if you defeat rayquaza, you will never
get it again. I can't remember if rayquaza is just hovering there or if you have to do
something to see it. Hope this helped, if it did a thumbs up would be most appreciated as

You mean sky pillar thats the name of the rock like tower and yes rayquazza is hovering
