you don't need the orbs just beat the team aqua hidout and go to sootpolis

if i could remember i think wallace is with steven in mossdeep city at steven's house or
in the middle of the ocean in route 126 or route 127 it doesn't matter because i think
that's what i remember ^_^

ok go to the town in the middle of the ocean and talk to all the people in the town, then
after go to mossdeep city and go to steven's house, if he's not there go somewhere else,
probably go to route 127 or i'm not sure?.?

He is in the middle of the small lake in Whatever the town is.
To get to him,youve got to step on every tile ONCE.

go to route 128. Dive there and you will find a cave with the submarine in it. Then beat
all the team magma members and end the labyrinth. when you finished go to sootopolish to
the cave of origing. then catch groudon. get pokemon who can get him asleep, get ultra
balls ( use your master ball for rayquaza or other legendary ) and get a good pokemon that
has a good resist against groudon. I used a gyarados lvl 41, and when i weakened him i got
my slakoth lvl 5, used yawn and he fell asleep. then i catched him after 5 ultra balls.

THIS is the real answer, after all you can go fight the gym in sootopolis.

what you have to do is go to route 228 and use dive and there wil be a sumberine

dumbos

go to route 128 dive

Go to route 127 and find a diving spot if it has water grassy patchs your in the right
spot then follow all of them till you see a entrance to a cavern enter that then use dive
it bvrings you back up and volia then you use surf on the lighter coloured water then go
ahead until you see the gym if it's locked then you have to do the whole cave of orgin
