to get latios you have to have a bit of luck and a trapinch with arena trap
1). hope that you see it
2). look on the pokedex at where it is 
3). go near but not where it is but not where it is
4). run to it 
5). fight him with a trapinch
and use a poke ball<table class="table_ch"></table>
