go 2 moss deep city. talk to the sintest faceing the window. if he say the rocket launched succesfully and a number 100 or over, he will ask u if u want to go to outer space say yes. you will find jirachi on the moon.(if he says the number 56 or over but below 100, you will find dyoxex instead

you have to either find a gameshark code or buy the pokemon colloseum bonus disk. They still sell the disks at game stores for around 10-20 bucks. thats how I got mine.
