It's a long time since I got surf and dive cauz I already defeated the pokemon league and the battle tower 8 times but if I remember clearly this is how I got it.

Surf: At Petalburg City after you defeat your dad, Norman you get it at the house next door on the left. The sign has to say Willy's house. You get surf from his parents. P.S. I don't remember if it was the mom or the dad just talk to the both of them.

Dive: You get dive from steve's house in mossdeep city just look for a sign beside a house that says Steve's house and he'll come to you and give you dive.
..P.S. Can you please tell me now if I can get the sea incense or not? I really want AZURILL!!!
