For one, you have to have beaten the Elite 4 and the Champion. Once you have done that
watch the TV at your house. It'll say something about a pokemon flying over Hoenn
(Latias). Now the hard part is, Latias doesn't have a definite area. You have to go
through bushes, gr***, and water until you find Latias (completely random). However, when
you find it in battle, it can run away, leading you to have to run around Hoenn again
until you catch it. But this time Latias is registered in your Dex so it shows you the
area of Latias. :) So bring a pokemon with Mean Look, or just use a master ball & you've
got it!

talk to the guy in lilycove city who said he came from kanto, then go the gr***y area left
to there and soon he shuld pop up (or she the ***** is confusing) when he she does pop up
throw a timerball. a soon as u say yes press up+b, when it closes press up+a. when it
turns right press r and when it twitches left press down+b then press down+a then l. it
should be caught on the first try.
