ONCE THE NUMBER O GOOD LAUNCHES AT THE SPACE STATION IS OVER 100 YOU CAN GO TO SPACE AND CATCH HIM.

PS.IF THE NUMBER IS MORE THAN 56 AND LESS THAN 100 you get deoxys

Catch 200 pokemon to unlock Jirachi. Otherwise go to Mossdeep and go the big green building. Thera is a guy looking through the window. Talk to him. He will tell you how many Rockets have been launched. If the # is 56 or higher he will ask you if you want to go to the Moon. Well,DUH, say yes, and you will. you will catch Deoxys if between 56 and 99 rockets have been launched, If it is 100 or higher, you will go to the Moon to catch Jirachi.
P.S. Bring at least 99 Ultra Balls and a Pokemon tat can put another Pokemon to sleep or paralyze and a strong pokemon with a lot of HP.

They are all right and another way is you have to get 5 stars beside your trainer card then you will also get Jirachi and Deoxys.
