i might be able 2 help
but i have not won the game yet(sorry).

Sootopolis City

The last Gym leader is Wallace in Sootopolis City. Here's how you get there (it's pretty
long, so get comfortable):

After defeating Liza and Tate in Mossdeep, equip a Pokemon with Dive (HM 08, given to you
by Steven in his house in Mossdeep), make sure that your team has the moves Dive, Surf,
Strength, and Rock Smash, then surf south. Also, bring along a good Electric-type, a good
Fighting-type, or anything that can take out large numbers of Team Aqua Members.
Eventually, you'll find a long trench. Dive down, and follow the trench until you find a
cave opening. Go inside.

If you are in the right place, you'll find the submarine (the one that was stolen from the
Slateport Docks) parked on the ocean floor. Surface here, then go inside the cave
entrance.

Explore the entire cave, battling all of the grunts (it's good experience, and there are
some good items, including TM 26 [Earthquake]). Eventually, you'll meet up with Archie and
battle him. Kick his @ss, then Kyogre will awaken and disappear.

After a short conversation between you, Archie, and Maxie, you'll appear above ground in a
heavy rain. Surf north until you see a large white rock surrounded with another
underground trench. Dive down, enter the cave entrance, the resurface. You should be in
Sootopolis City.

Before you can challenge the leader, however, you need to catch Kyogre to stop the
torrential downpour. Reset your team to include a Pokemon or two with a reliable Paralysis
or Sleep inducing move (Thunderwave works great). Also, have Flash somewhere on your team.
Enter the cave, pick up all the items (including HM 07 [Waterfall]), then you'll get to
Kyogre's room.

As soon as you get to Kyogre's room, for the love of crumbcake, SAVE YOUR GAME. Then,
approach Kyogre and catch it as you would any legendary.

Afterwards, exit the cave, and reset your team with a good Electric-type, maybe a good
Gr***-type, and (if you want) Kyogre with either Thunderbolt or Thunder. The gym should
now be open, go inside and get ready to defeat m***ive numbers of Water-type Pokemon.

During the Gym Battle itself, watch out for Wallace's Milotic. It has the annoying habit
of abusing Recover, then blasting away with Water Pulse. None of his other pokemon should
present a challenge, just do NOT use an Electric-type move on Whiscash; it won't do
anything.

If you have, you may remember a submarine leaving the last room just after you beat the
Aqua Administrator. That is the same sub.
