Fighting the Last gym Leader

You must dive in a diving spot surrounding a big island and there would be a door
underwater. Go inside that door and press b. there you will be in a new island but seen in
Hoenn map.There will be a gym building in the middle of the water (between the inverted U
island below the cave of origin). it will be opened after fainting or catching Kyogre.
