Obviousl y enough, a tank. Attract is basically just for sake of being a jerk. Maybe replace with Light Screen. Attract, Surf, Recover, Surf, Recover, etc. Ice Beam is for Salamence, Breloom, etc, and doing maybe 50% damage to Gyarados.

Dusclop s lv. 100 @ Shell Bell (Milotic absolutely needs Leftovers, recommend another item if you wish)
Nature: Impish (Mostly just for being hit with Crunch)
EVs: 252 HP/36 Atk/20 Def/200 SpD
Moves:
Shadow Ball
Focus Punch
Will-O-Wisp
Rest/Confuse Ray (Can't decide)

Mah Staller. Simple enough, burn stuff, beat the crap out of it with Focus Punch. Shadow Ball is for Psychics and other such Sweepers. Rest = Makes Dusclop a pain to beat, what with his massive SpD. Confuse Ray on the other hand causes switches on things like Gyarados where Shadow Ball won't do much, and some extra damage, plus, eases the use of Focus Punch. Hard decision there.
