Lugia is a one shot deal you go to his cave and once you get passed all the obstacles there he his sitting down. If you have a master ball throw it at him he is yours but if you don’t have a master ball don’t leave the cave use a level 50 cause he is about 42 use what ever you have but if your a fire take it easy or you killed him.
