Well, just like david bekem, you have to train hard with your starter pokemon. First make
shure you have a range of pokeon with typ advantages. Your starter, pikachu, should be
around lvl 50 at this point if you rarly train your pokemon. If not, i would recomend
starting the game again. Check out walkthroughs on u-tube or focos on training
pikachu-battle every wild pokemon and every trainer! Oh and yes you need a 'fresh water'
to give to the gard, found in celenon city shopping center (top floor).
