My pikachu was at level 21 when I reached Cerulean City, but pikachu was really happy
(there was a smiley face when I talked to pikachu). The lady in the house beside the
Pokemon Centre will only give you the bulbasaur when she sees that pikachu is sufficiently
happy. You don't need anything else.
