Go to start game option and press up on Sonic down on Tails L on Knuckels and R on Amy,then pick Sonic and enjoy using Sonic and Tails!

not really cheat more of a hint you can these anywhere but only with amy and sonic

Go to game start on the main menu, and select Sonic (don't press A, just make sure he is on your screen.) When you do this, do the following:

Down, Right, Up, Right, L, Right, R, Right, A.

You should hear a chime like you just collected a ring letting you know the code was right. Select a course (if you have that option) and have fun.

Oh, by the way, the computer Tails isn't very smart, but it can be helpful. (He doesn't Die.)

To unlock the actual last level, all you have to do is collect all the Gems from the Trampoline courses, which is very hard.
Then you have to beat Eggman in the last level. He will not be defeated and will take you to the moon. You will be Super Sonic for this battle and you will be fighting him in space.
