To set skills, select your CO first. Then depending on there rank, they have a varity of skills. Rank 1 can equip 1 skill, Rank 2 can equip 2 skills, and so forth. Use the stylus and select your skill, then it asks for more, equip until you are maxed out for skills. Well, there you go.
