I rescused Chai and then had to battle the exploding things the pirates built outside the
hole and then he moved when I talked to him on the side as well.

After I defeated the exploding things I then talked to the salamander who ran the inn, I
didnt have to pay and when my character awoke I talked to the salamander in front of the
ladder and he moved.
