Go to where the moya people are. The are harder than regular shinobi thus neaning that they give more EXP. Bring The 3rd Hokage, iruka and the people/person that you want to level up. Have Iruka Be squad leader. Thanks to this I now have every character and the ones with levels are all 99. Fear me for I am Haku! |

The best place to train isthe haze ninja it hard maybe if you go to the training feild it doesn't matter if the give low exp but that okay for all of u.
