"Ubers" simply refer to pokemon that have above average stats compared to other pokemon. This is the simple way of explainging it.

For a more complicated explanation:
Every pokemon has certain base stats that determine how high their stats can go (some pokemon's stats max out higher or lower than others). Pokemon that could possibly be considered Uber are those with base stats above 600-700. To give some idea, your typical stater pokemon has 520-540 base stats.

Judging by the stats is saw on serebii, this generations chock full of cheap high stat pokes.
