Read title. But yes, it is as the Unregistered said, just leave Ditto and Raichu in the
daycare and wait until you get an egg of Pichu. Then hatch it and you should have a
Pichu.

If you want a Pichu with Volt Tackle, then you need a female and male Pikachu or Raichu
(doesn't matter which). Have one of the parents to hold the Light Ball and leave them at
the daycare. When you get the egg, hatch it and Pichu should always have Volt Tackle.

I strongly advise you use it for desperate situations as it can cut your HP down to half,
even if it takes away 1/3 of your HP.
