The Places to find the HM are

Hm 1 Cut:Somewhere in Eterna City {forgot}

Hm 2 Fly: In VielStone City go to Team Galaxy's Warehouse and there should be a pokeball. Get it and you got HM Fly.

Hm 3 Surf:Celestic Town Shrine

Hm 4 Strength:Top Floor of the Lost Tower

HM 5 Defog: When you get into the Safria zone go left and you should see a lady talk to her and she will give You the HM.

HM 6 Rock Smash :When going through the cave to the Rock Gym a Hiker will be near at the end of the cave. Talk to him and he will give it to you.

HM 7 Waterfall: When in Sunyshore city, go to the little beach after beating the Gym Leader and she will give you the HM.

HM 8 Rock Climb: On Route 217 there should be a snowstorm, soon you will find a house and man inside and i think he tells you that he lost he's HM. At the back of the house there is a pokeball, Its HM Rock Climb, and i think if you talk to the man when you have th HM, He will give something.
