Get an eevee, either from Bebe the computer storage geek in Hearthrome, or catch on in the Pokemon mansion trophy garden. Then level it up by the moss covered rock near the entrance to Eterna forest to get Leafeon. Or, level it up by the ice covered rock just south of Snowpoint city to get Glaceon. Easy. It doesn't matter what level your eevee is.
