well you do have a lot of unnecessary moves

blaziken has two fire moves and a useless rock smash/cut
kyogre has hyper beam when ice beam would be better
latias doesnt need defog and two water moves
mewtwo doesnt need strength or flash
deoxys teleport is useless in battle and so is swift being a weak normal move
lugia learns better moves later on

i give a 5

oh and overheat lowers your special attack making blast burn weaker. blast burn also takes one turn to recharge

replace it with sky uppercut and either flamethrower for accuracy OR fire blast for power

i give it a 4

I know you have great team but you don't need any HM moves at all you only need like Blast
Burn or Draco Meteor or or or... Whatever
