 1st go 2 route 218 if u have da national dex then run in da grass. u should find a ditto.
then breed manaphy and ditto and,viola uve got a phione 


p.s. u have 2 have a manaphy and hatch the phione egg.

Corrections:
Must have National dex
Must have attended an event add gotten Manaphy
Must have ditto+manaphy like each other
Must have them in day care

The chances of them liking each other are i say 40/100
so have at least 2 ditto,like me,and breed theThe next step is hard,Walk tens of thousands of steps and hatch the egg,Viola its Phione!
