When you first enter the safari zone, you might of saw a man saying that the safari is updating a new area. After defeating the pokemon league, go to the safari zone. The man will not be there. You will be able to go through and catch Johto pokemon!

P.S The best one to catch is houndour. I caught it a lvl 34 and in just 5 levels it completly adored me.
