meteor falls and after you beat the elite four go to metoer falls and a new place will be
unlocked you can battle steven but beware his pokemon in the high sevendies no one comment

go to meteor falls and use a super repel. Go to the waterfall and go on it. get to the old
couple and p*** them. then get to the dragon tamer and take the path on the left.go
through the cave and surf the water.walk around and youll find a bagon after a while.

i had the same problem. hes in the metor falls but really rare u just gotta keep looking
till u find him
